An uncoated paper bag with paper handles is recyclable in ordinary kerbside paper collection almost everywhere. The complications come from what is added to it: plastic lamination, plastic-cored handles, foil, heavy ink coverage, and food residue.
Choose an uncoated stock, keep handles in paper, avoid foil, and accept a slightly softer print result. On kraft, a one- or two-colour design usually looks better anyway.
If the bag has to resist grease or rain, lamination is doing a job. It is worth being honest with customers about that trade-off rather than labelling a laminated bag as fully recyclable.
